The government will give seven Danish municipalities “complete freedom” in a selected welfare area. This is what Prime Minister Mette Frederiksen (S) says in her speech on the day of the opening of the Folketing.
Thus, the seven municipalities will be exempt from as much state regulation and legislation as possible.

– Instead, we let people take responsibility themselves. We live in the year 2020. We are one of the world’s best educated populations. We do not have to legislate on everything between heaven and earth, says Mette Frederiksen (S).
The plan includes three predetermined welfare areas; primary school, day care and the elderly.
For example, Helsingør Municipality will have “complete freedom” in the day care area for the next three years.
– Together with parents and the pedagogical staff, Helsingør will be allowed to create Denmark’s best day care, crèches and kindergartens, says Frederiksen.
The other municipalities are Rebild, Viborg, Middelfart, Holbæk, Langeland and Esbjerg. Here, according to the Prime Minister, the government has entered into similar agreements with the mayors of these municipalities.
For example, according to the Prime Minister, Esbjerg and Holbæk will “set the primary school free”.
In addition, she emphasizes in her speech that basic things like free tuition and that students taking the elementary school graduation exam still apply.
– But most other things? Here the rules must give way. This applies to minimum number of hours, student plans, class ceilings, national tests – just to name a few difficult examples, says Mette Frederiksen.
