Prosecutors have indicted two suspects in connection with the explosion of an explosive left under a car in the city of Tornio in Lapland last August.
One of the accused also faces another charge of making explosives.
The vehicle, a blue Volkswagen Transporter, had been hired for use by the Border Guard at the time of the incident.
The explosion took place in a residential area of the city in Pudas, an area that contains apartment buildings.
Both the police and the prosecutor have tried to find out the motive during the pre-trial investigation. Police eliminated terrorism in the days following the explosion.
"So far, no clear motive has emerged. The investigation will continue until the main session of the district court, which will be held in due course," the prosecutor’s office said.
There were no injuries or significant damage in the blast, police said.
Both defendants have been arrested during the pre-trial investigation, but are not currently under arrest.
Both have denied their involvement.
