The major infrastructure project was completed on schedule despite the material procurement problems caused by the coronavirus pandemic and was received from the budget, According to Helsingin Sanomat.
The project was officially launched in 2016 under the leadership of the city government under the leadership of the current prime minister Sanna Marin (SDP). The City of Tampere also established the Tampere Tramway to build tramways, promote and maintain tram traffic, and ensure the operation of the system. Trams are operated by VR, and ticket sales are carried out by traffic in the Tampere region.
The project was implemented in accordance with the alliance model, a project model based on mutual agreements and cooperation between the parties. The parties set both a schedule and cost targets for the project.
“The premise is that it is about cooperation” Pekka Sirkiö, The CEO of Tampereen Raitiotie comments to Helsingin Sanomat. “Owners, designers and service providers sit at the same table and work together to find solutions to problems. If no solution is found, service providers will also lose their wages. “
The owners of the project were Tampereen Raitiotie and the City of Tampere.
Sirkiö told the newspaper that setting cost targets is one of the key challenges in the alliance model, as owners naturally want to keep targets as low as possible, while service providers want to keep them at a level that increases the likelihood of rewards for budget funding.
“The goal is to stay below cost targets, but it can’t be possible too easily with a normal work input,” he outlined.
He added that the ideology of the model is such that new methods and innovations are constantly needed to ensure optimal performance. Therefore, the performance targets for the key performance areas need to be set high enough.
The project has been on schedule, if not ahead of it, from the beginning, regardless of the delivery problems caused by the pandemic. The service providers were able to solve the problems by reorganizing the work steps and procuring replacement materials according to Sirkiö.
The project also received around € 34 million from a € 300 million budget.
