Life sentences and certain custodial sentences must, as a minimum, serve their sentence in a closed prison for the first ten years of imprisonment.
2. Limitations of possibility of exit
Life sentences and certain custodial sentences must not be able to come to an end until ten years of their sentence have been served. Permission to leave can be granted if, for example, you have to attend a family member’s funeral.
Limitation of contact with the outside world.
Life sentenced persons and certain detainees must be able to have contact with close persons whom the person in question knew before the custody.
This means that they can not enter into new relationships.
The rules shall apply until ten years of the sentence have been served.
Restriction of the possibility of making public statements about the crime or crimes in question.
Life inmates and certain detainees must obtain permission before they can make public statements or publish other material – for example in podcasts and on social media – about their crime.
5. Disciplinary action
If the inmates violate the rules of entering into new relationships or public statements, they must be punishable by disciplinary action.
A disciplinary penalty must also be introduced, where a prisoner can be barred from receiving a visit for a period of time.
6. Fines
It must also be possible to impose a fine if the prisoner violates the rules of entering into new relationships or speaking out in public.
It is also planned that accomplices outside the prison can be punished by a fine according to the provision.
