Finland wants to force streaming service providers, including Netflix, to produce performances in Finnish under the EU directive, which came into force this year.
The Audiovisual and Media Services Directive covers linear television and streaming content and allows EU Member States to impose conditions on audiovisual content providers operating on their territory.
In practice, the directive allows countries to require a minimum investment in Finnish production from streaming services such as Netflix or HBO.
Nine countries have already introduced such rules, and Finland has now set up a working group to examine how it could work in practice and what implications it could have.
The directive would allow Finland to impose annual expenditure of EUR 6-20 million on either productions or streaming rights or contributions to a national fund to support Finnish production.
The working group must report by the end of August 2022.
