The Directive specified that any voluntary avoidance should be the same as in quarantine prescribed by an infectious disease doctor.
Helsingin Sanomat said yesterday, referring to a government spokesman, that the directive has become available to state and ministry employees, for example through internal communication channels. There are no separate instructions for ministers, but more detailed instructions are given on a case-by-case basis.
Marin said on Monday that text messages urging him to avoid contact did not arrive on Saturday.
His secretary of state announced the revelation, Henrik Haapajärvi, at about 7:20 p.m. on Saturday. Haapajärvi told Helsingin Sanomat that he did not urge the Prime Minister to avoid contact with others and said that no special measures would be needed due to the disclosure.
Marin has admitted that she should have used better judgment and revised the instructions a second time.
It is not known whether, according to Helsingin Sanomat, the Prime Minister and his Secretary of State had read the general instructions.
