The walls of the presidential palace, the Supreme Court building, and the offices of the Ministry of Economy and Labor were painted with pro-Russia slogans on Wednesday night.
The tapes contained phrases such as "Slava Rossija" (Honor to Russia) and "Putin".
Police arrested the suspect on Thursday morning.
The police said in a statement that it did not treat the act as politically motivated, as the Finnish citizen told the police that the motive was revenge for the authorities’ decision.
The person added that they decided to show their dissatisfaction with the decision by painting "irritating" texts on government buildings. The suspect was released after questioning.
Detective inspector Pekka Seppälä told Yle that the case is being treated as suspected property damage.
