Oulu police announced on Tuesday that they do not plan to start a preliminary investigation on the sea ice road in February into an accident that claimed the life of a rescue worker.
The incident happened on a road connecting Oulu to the island of Hailuoto on the west coast of Finland.
The tamping machine used to move the plowed snow piles to the edges of the ice road was stuck and partially submerged in ice about three kilometers from the island.
An attempt was made by a tractor to pull a compaction machine out of an ice hole while a rescue worker was at the machine trying to put it in reverse. But instead of the machine moving backwards, it still fell forward and pulled the worker into the sea with him.
Attempts to find an employee of the Oulu-Koillismaa Rescue Department failed.
An accident investigation was carried out by the local regional government agency, but there is no probable reason to suspect a violation of the Occupational Safety and Health Act.
Based on the findings of the authorities, the police decided not to open a preliminary investigation into the matter.
