The Kainuu Border Guard District in Eastern Finland is investigating a group of four people suspected of crossing the Russian border without permission.
The agency said it had received information about four foreigners who expressed interest in applying for asylum on Sunday night.
The group is suspected of crossing the Russian border near the municipality of Suomussalmi.
According to the Border Guard, the persons arrested on Monday afternoon were not Finnish or Russian citizens.
Border Guard Antti Salo said it is possible that the individuals are Ukrainians, but accurate information on the matter was not yet available.
The agency has received asylum applications from suspects, launched an asylum process and launched a preliminary investigation into unauthorized border crossings.
