Employees who have been quarantined or isolated may be entitled to a communicable disease benefit, even if they do not have a health insurance scheme, from the Finnish Social Insurance Agency (Spule) was announced today. Citizenship of another EU or EEA country or Switzerland is required to receive the benefit. Low-income people and people with an A1 certificate for posted workers are also eligible. They have to apply for an infectious disease supplement, even though they know they are not covered by the NHI system.
Anyone who is not a citizen of another EU / EEA country or Switzerland must have NHI coverage in order to receive the communicable disease supplement.
The Kela determines whether an applicant has NHI coverage as part of the application evaluation process.
UK citizens can receive an infectious disease supplement even if they do not have NHI coverage, provided they came to work in Finland before 2021.
The infectious disease supplement is equal to the lost salary
The Communicable Disease Supplement is compensation for loss of income for persons who have been quarantined or isolated by a doctor responsible for controlling communicable diseases or who are absent from work to prevent the spread of communicable diseases.
The supplement is equal to the salary lost during the absence. Compensation cannot be paid to an employer if the employee affected by the illness is not covered by the NHI scheme.
Applications for the communicable disease supplement can be submitted online Kela’s electronic services. They can also be sent by post. Applications must be accompanied by an official order from the doctor responsible for the control of communicable diseases and the employer’s estimate of lost wages.
Anyone who has not previously applied for Kela benefits must also submit a notification of moving to Finland (form Y77e). It can be delivered either via Kela’s electronic services or by post.
